JOB DESCRIPTION
JOB TITLE: Chief of Police
DEPARTMENT: Police Department
TERMS:
1) Full-time daylight shift; rotation as necessary.
2) Salary position with full benefits

SUPERVISOR: Township Manager
GENERAL PURPOSE
Perform a variety of complex administrative, supervisory, and professional work in planning, coordinating, directing and managing the activities of the Police Department.
SUPERVISION RECEIVED
Works under the general guidance and direction of the Township Manager.
SUPERVISION EXERCISED
Exercises supervision over all police department staff directly or through subordinate supervisors.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Provides executive, leadership and strategic direction for all Department functions, including patrol, investigations, administration, and support services.
Plans, coordinates, supervises, and evaluates police department operations. Identifies and plans for current and future law enforcement needs in a potentially rapid changing environment through tracking crime trends, demographic influences, projected community growth, available resources, and researching other communities' efforts at maintaining public safety.
Plans and implements a law enforcement program for the Township in order to carry out the policies and goals of Township Management and Board; reviews Department performance and effectiveness, formulates programs or policies to alleviate deficiencies.
Provides suggestions and recommendations as to the hiring, firing, advancement, promotion or any other change of status for subordinate employees.
Establishes and implements the objectives of the Township Police Department.
Develops policies and procedures for the Department in order to implement directives from the Board of Commissioners or Township Manager.
Oversees and monitors the operations of the Department and shall make any necessary policy adjustments.
Regulates and supervises unit commanders.
Coordinates the information gathered and work accomplished by various officers; assigns officers to special investigations as needs arise for their specific skills.
Prepares, or directs the preparation of press releases to various media outlets.
Assures that personnel are assigned to shifts or working units which provide optimum effectiveness in terms of current situations and circumstances governing deployment consistent with the collective bargaining agreement.
Evaluates evidence, witnesses, and suspects in criminal cases to correlate all aspects and to assess for trends, similarities, or for associations with other cases when deemed appropriate.
Supervises and coordinates the preparation and presentation of an annual budget for the
Department; directs the implementation of the Department's budget; controls expenditures of appropriations, and plans for and reviews specifications for new or replaced equipment. Prepares and administers the capital budget.
Directs the development and maintenance of systems, records and legal documents that provide for the proper evaluation, control and documentation of Police Department operations.
Directs the training and development of Department personnel. Establishing training standards consistent with mandated requirements and the needs of the department.
Directs the operations of the Police Dispatchers, Crossing Guards and any other police-related operations.
Handles grievances, maintains departmental discipline, and monitors the conduct and general behavior of assigned personnel. Enforces disciplinary action against any employee of the Township Police Department when necessary.
Receives citizen complaints concerning law enforcement employees and public safety issues, and actively investigates, or causes to be investigated such complaints/issues, to ensure that public safety or community confidence is not compromised and staff conduct themselves in an appropriate and professional manner.
Prepares and submits periodic reports to the Township Manager regarding the Department's activities, and prepares a variety of other reports as appropriate.
Monitors the use of Departmental resources.
Meets with elected or appointed officials, other law enforcement officials, community and business representatives, and the public on all aspects of the Department's activities.
Attends conferences and meetings to keep abreast of current trends in the field; represents the Township Police Department in a variety of local, state and other meetings and organizations.
Cooperates with County, State and Federal law enforcement officers and organizations as appropriate where activities of the Police Department are involved.
Controls assignments and transfers of all officers, supervisors, and employees of the Police Department consistent with the collective bargaining agreement as applicable.
Ensures compliance with all applicable federal, state and local laws including ordinances, as well as collective bargaining agreements, regulations, MPOETC standards and departmental policies.
Ensures that laws and ordinances are enforced in a fair and unbiased manner and that the public safety is maintained.
Performs other duties as directed by the Township Manager.
PERIPHERAL DUTIES
Directs investigations of major crime scenes as deemed necessary.
Performs the duties of subordinate personnel as needed.
Analyzes and recommends improvements to equipment and facilities, as needed.
DESIRED MINIMUM QUALIFICATIONS
Education and Experience:
Fifteen years of experience as a full-time sworn police officer, five years of which must have been in a supervisory role; and graduation from an accredited college or university with a bachelor's degree in police science, law enforcement, criminal justice, public administration or a closely related field. A master's degree in a related field is preferred. Also, graduation from at least one police command training school such as the FBI Academy, POLEX (both Basic & Advanced) or POSIT, or a related supervisory command school.
Necessary Knowledge, Skills and Abilities:
Thorough knowledge of modem law enforcement principles, procedures, techniques, and equipment.
Considerable knowledge of applicable laws, ordinances, and police department rules and regulations.
Experience in developing and administering a Police Department budget.
Experience in a collective bargaining environment including contract administration and the grievance process.
Skill in the use of the tools and equipment listed below.
Ability to lead, motivate, supervise, and train subordinate personnel.
Ability to perform police work which requires good physical condition.
Ability to communicate effectively orally and in writing.
Ability to establish and maintain effective working relationships with subordinates, peers, supervisors and the general public.
Ability to exercise sound judgment in evaluating situations and in making decisions.
Ability to receive and give verbal and written instructions.
Must be a Unites States citizen.
Ability to write, read, and speak the English language fluently.
Ability to meet the special requirements listed below.
SPECIAL REQUIREMENTS
Must possess or be able to obtain by time of hire, a valid Pennsylvania State Driver's License without record of suspension or revocation in any state.
Ability to meet Department's physical standards.
Be certified as a law enforcement officer by the Pennsylvania Municipal Police Officer's Education and Training Commission or have the ability to obtain such certification prior to appointment.
TOOLS AND EQUIPMENT
Police car, police radio, radar gun, V ASCAR, handgun, shotgun, Taser, and other weapons as required, side handle baton, handcuffs, pager, cellular telephone, first aid equipment, AED, personal computer.
