Shaler derives its revenues predominantly from property taxes and Act 511 (primarily earned income, local services and deed transfer) taxes. Shaler enjoys a healthy $10.7 million balance in its General Fund. Twenty-five full-time officers and four Academy cadets serve the Shaler Township Police Department, with a typical rank structure, including a school resource officer and detective division, with part time school crossing guards. The Public Works Department of five management and 20 full-time unionized employees provide roadway maintenance, snow and ice removal, full time mechanical services, including annual inspection services, facilities maintenance, sanitary sewer and parks and recreation services. Shaler Township’s approach to snow removal and ice control sets the “gold standard” for its neighboring communities.
Six all-volunteer fire departments serve to protect Shaler Township and receive Township support through annual contributions and insurance coverages. The jointure, Shaler-Hampton Emergency Medical Services, named the number one EMS agency in the Commonwealth in 2023, provides first class EMS services to the Townships of Hampton and Shaler and Etna Borough. With financial support from all communities, it is a first-class EMS provider with a professional Chief and over 60 employees. The Shaler Township Board of Commissioners appoints a proportionate share of members to its board of directors.
Shaler’s Capital Fund of $6.1 million funds major projects including storm and sanitary sewer projects, facility improvements, long term public works projects and investment in a robust parks and recreation improvement plan. It also funds the Capital Fund with annual contributions from both the general and sanitary sewer funds.
With a $15.9 million budget, the Sanitary Sewer Enterprise Fund provides for public sewerage service through the Township’s collection and conveyance system. The Township Manager provides administrative oversight of the Fund and system operation. The Township is addressing infrastructure problems in accordance with an Administrative Consent Agreement with the Federal Environmental Protection Agency. The 2025 budget includes continued funding for these infrastructure needs as well as reimbursement to the General Fund for administrative services. The Sanitary Sewer budget also includes pass-through monies collected on behalf of the Allegheny County Sanitary Authority (ALCOSAN) and the Girty's Run Joint Sewer Authority, of which Shaler is a major stakeholder.
Shaler Township also partners with neighboring Hampton Township to provide water service through the Hampton Shaler Water Authority serving 24,000 households. The Authority was formed in 2012 to allow for a larger service area and improved services to both communities, through economies of scale.
Shaler most heartily displays its deep sense of belonging in and through its extensive and diverse park system and robust recreation program. The parks blend open spaces, neighborhood parklets, a large outdoor community pool, and the popular Fall Run Park, with a 30-foot-high waterfall. The Township’s Park system sports 11 ball and soccer fields (some multipurpose) that are utilized by local youth and adult organizations for league play, rentable shelters, and plenty of playgrounds.
The extra-large Crawford Swimming Pool highlights Kiwanis Park as a community icon. The Township offers a robust variety of free events open to all. - Understanding of Pennsylvania municipal laws.
- Familiarity, leading to working knowledge, of the Pennsylvania First Class Township Code within the first year of service.
- Demonstrated relevant municipal managerial and administrative experience OR business/not-for-profit managerial and administrative experience, which shall include at least six (6) or more years in municipal management, three (3) of which shall be, at a minimum, Department Head level and preferably three (3) years as a Manager or Assistant Manager; OR experience, preferably management experience deemed similar and related by the Board of Supervisors. The Board may modify this requirement at its sole discretion.
- Possession of a bachelor’s degree in Public or Business or Financial Administration, Management, Engineering, Planning, or related field acceptable to the Board, from an accredited college or university. The Board may deem that a relevant Master’s or Law Degree may substitute for one year’s management and administrative experience at its discretion. The Board may modify this requirement at its sole discretion.
- Use of technology, hardware and software common to the municipal setting
- Understanding of, and collaboration with as a plus, regional governance, joint municipal operations and offering of services through a Council of Governments and with non-profit organizations.
- Experience interacting with PA agencies: PennDOT, DEP, DCED, DCNR
- Possession of a current, valid PA driver’s license.
- United States citizen.
